本。據報道,韓國、日本部分鋼鐵企業年度環保設施改造投資均高達數十億人民幣,噸鋼環保投資少則近70元,多則上百元。同時,每生產一噸鋼還需要增加130.7~156.5元環保設施運行成本。在我國,“十一五”全國重點統計鋼鐵企業環保總投資467.6億元,噸鋼環保投資25.21元。寶鋼、唐鋼的噸鋼環保投資分別為34.44元和31.05元。可以看出,與國際一流鋼鐵企業相比,我國鋼鐵企業的環保投入明顯不足。另據不完全測算,我國鋼鐵行業環保設施平均噸鋼運行成本約55元,寶鋼等先進企業環保設施噸鋼運行成本約100元,與國際先進水平仍有較大差距。我國鋼鐵行業污染物排放績效要達到國際先進水平,噸鋼環保投資和噸鋼環保設施運行成本需在現有基礎上增加1倍以上,噸鋼環保投資增加30元以上,噸鋼環保設施運行成本增加50元以上。按我國鋼產量7.2億噸計算,每年我國鋼鐵行業需增加的環保改造投資和運-9-行成本將分別超過220億元和360億元。2、煙粉塵無組織排放嚴重,實際污染程度遠超統計數據鋼鐵行業之所以被認為是高污染行業,很重要的原因之一就是鋼鐵廠及其周邊上空總是煙塵彌漫,這些煙塵中絕大多數并不是從煙囪中排出的有組織排放源,而是由于環保措施不當,從廠房、料場、道路向大氣中散逸的無組織煙粉塵。但在污染物排放統計數據中通常僅包含有組織排放源,鋼鐵企業產生的大量無組織煙粉塵并沒有得以體現。如:目前唐鋼南區是全國公認的花園式工廠,其廠區環境空氣質量甚至好于唐山市區的平均水平。2010年唐鋼噸鋼煙粉塵排放量為0.97kg。為與之對比,我們抽取了32家中小型鋼鐵聯合企業的煙粉塵排放統計數據,這些企業裝備和環保治理設施遠不如唐鋼,但其中有14家的噸鋼煙粉塵排放指標都低于唐鋼,最好的僅為0.37kg。出現這種現象的原因,就是這些企業部分產塵點未設置除塵裝置,或除塵系統捕集率低,導致本應被收集處理的煙粉塵變成了無組織排放并沒有被統計在內。若按照除塵效率95%來測算,這個“最先進”的企業比唐鋼“少”排放的0.6kg有組織煙粉塵將變成20倍的無組織排放,實際上造成的污染超過唐鋼12倍。另外,鋼鐵工業是資源密集型產業,鋼鐵企業每生產1噸鋼,廠內運輸量將高達5噸。鋼鐵企業物流實現方式主要包括鐵路運輸、公路運輸、水路運輸、輥道運輸、行車運輸、臺車運輸和皮帶運輸等。其中,公路運輸由于具有靈活方便的特點,其占比通常在20%以上,部分中小企業公路運輸的占比超過70%。但公路運輸產生的揚塵,重載貨運卡車排放的尾氣都會對環境造成污染,這部分污染也不屬于統計的范疇。在一些相對落后的廠區內,道路路面未硬化處理、灑落的-10-物料未及時清理,運輸造成的污染更加嚴重。1.4.2項目建設必要性1.4.2.1符合…
